In the book Damasio explains that emotions can be both innate and learned. With the "Little Albert" experiment for instance, a loud noise was used to condition a fear of rats into "little Albert". The fear of rats was learned in this case, however the fear of the loud noises was innate in Albert. For Damasio, emotions needed to be triggered. A stimulus could trigger an emotion through innate mechanisms, or an organism could learn to experience an emotion in response to a stimuli say by observing others display the same emotional response.
