Indeed what Damasio might have meant by "when I fool the people I fear, i fool myself as well" is that by whistling a happy tune, one can actually cause a placebo affect on himself, by tricking himself or his body into believing that it is actually happy and everything is ok, in a sense bringing the balance back. In the study that is being referred to, the established fact was that by simply telling the patients that the problematic electrode was stimulated without actually switching it on, caused no response, however when it was switching without warning there was the same response as in the original event, meaning that in order to experience the event one must actually activate it within their brain, by whistling a happy tune and at the same time hearing yourself whistle it, will cause the activation of the event associated with it.
