The automated regulations can not deal with complex human society today. our life can not just be regulate by appetites and feelings, we need additional non-automated governance in social and cultural space, to ensure our preservation and happiness. Therefore human-build institutions are needed to regulate life. Those institutions revolves around promoting life and avoiding death and enhancing well- being and reducing suffering. In addition, the self-preservation is the property of human-being. Human appetites, feelings are the basis of self-preservation, and appetites and feelings shaped moral instinct and social response, eventually produce altruism. Human-beings are motivated to get around the table to negotiate social problem, to allocate social resources, avoid social threat together. Those institutions are the reflection of altruism. Altruism is a extend of self-preservation, and human-beings will not continue existing without altruism. Ultimately, institutions are the product of appetites and feelings of human-beings.
