Damasio explains how human have emotions and feelings thru evolution and biological bases of human body. It seems that he doesn't really count free will as an important factor in human responses system toward objects and events thru feelings, behaviors and decision making.
However, in P.164, he did mention that even though ethical behaviors are biologically based, it doesn't mean that the biological mechanisms are the guaranteed cause of a certain behavior.
Also, in P.174, Damasio pointed out that although Spinoza did not believe in free will, he didn't deny the fact that we are aware of the ability that we have to make choices and we can willfully control our behavior.
Damasio further said that we still can say a categorical no.
Therefore, I think Damasio actually values free will as much as the biological influences.
