Unwritten social rules exist in every single society and people within this society would automatically follow the rules, like in Canada, people usually do not speak loudly or eat something smelt on subway, although there is not any rule about it. Free agents is that people feel free to choose follow the social rules or not. Like people are actually be able to speak aloud in public, or a new immigrant or traveller might not follow the social rules when they do not realize the culture background and do not really get into the society.
