When Moghaddam says "language is recognized as not just descriptive, but constructive" he's stating that those who control language also have the power to control how social reality is constructed. Language is constructed in greater power (ex. media). In a relativist perspective, all constructions of reality are equally valid. Some are widely accepted more than others, those that are accepted are not more valid than others; it is simply endorsed by power groups. An example of this is how the mass media depicts Donald Trump, some can view him as America's savior and others can view him as a racist power-hungry misogynist.
