When Butt refers to the term pre-reflective in human relationships he is writing about a state of mind akin to emotion. For example, If someone asks you, "Do you like person x?" the initial natural response (eg. Yes or No) is a pre-reflective response. Without thinking rationally (eg Weighing pros and cons), one makes a determination on whether they like someone or not.
In regards to Damasio, Butts idea of a pre-reflective human interaction is similar to Damasios ideas of emotion and feeling. Where one feels a "natural" liking or disliking of other people without putting much concentrated thought into the idea or question.
