Damasio mentions that ethics is not something only humans practice and other animals like birds and mammals behave under certain notion of ethics (Vampire bats were given as an example). This is indicative to the idea that ethics are part of biology/emotion, because animals with no sense of "self" or capability to make conscious effort show such behaviour.
Pg 162 - "The construction we call ethics in humans may have begun as part of an overall program of bioregulation." Ethics promote survival/homeostasis and I think that's what he is talking about when it comes to biology/ethics relationship
