According to Thorndike, law of effect refers more to "stimulus response". Meaning a living being will repeat a behaviour followed by satisfaction will attach and will more likely is to be repeated. for example, if you arrive early to work and your boss notices it and praises you for it, you are more likely to repeat that behaviour. Another example, if a dog is told "sit" and they do it and get a treat, the dog is likely to continue this behaviour every time they are told to "sit".
Law of exercise means that practice helps increase efficiency and durability of the activity. For example, when you start learning how to drive. The more you practice driving the better and more comfortable behind the wheel you get.
I believe these laws are not comparable to law of gravity and Boyle's law which cannot be violated because law of effect and law of exercise depends on the behaviour of the person. if some one is persistent, they will more likely practice these laws. They are better conceptualized as patterns of behaviour because it is about how a person or animals behaves.
