I think Moghaddem is saying that play, especially when it involves a group of children of the same age, allows for them to step out of the comfort of having their parents or guardians around and think for themselves while growing intellectually together. By playing together and sharing their thoughts with each other, it allows the children to share what they know while learning what other children their age have learned. The freedom they are given when playing, gives them the chance learn from their mistakes and make some decisions on their own.
