Bartlett's meaning of a schema is that it's a reconstruction and organization of our past experiences in which we then are given direction to future behavior. We develop schemas in many different ways. An example, we develop expectations based on personality traits. If Kyle tends to be easygoing and wild, those around him will develop a schema and assume that's how he'll act in an event around strangers (party perhaps) it will then be surprising if he acts the opposite. Schema is a cognitive concept more than a behaviorist because as explained in the text a behaviorist is" temporary and changeable ordered sequence of operations used to carry out a task" whereas schema is "clearly a part of mental life".
