The difference between the concept of sex and the concept of gender is that sex is entirely biological (e.g. genitals) while the concept of gender is cultural (define as heterosexual, homosexual, etc.).
This distinction to Psychologists would allow them to observe how gender is affected and influenced by cultural factors and how genes relate to the concept of sex (cannot be changed).
What it means when it says that "gender identities are constructed" is how individuals are pressured into role conformity. Individuals gather their concept regarding gender to conform to society's expectations. (e.g. gender roles of men and women in which women is the one who appears more weak and dependent on men- takes care of children, a house wife. Whereas men are to be physically strong, mentally stable- head of the family, the money bringer, etc.)
Being able to differentiate between sex and gender allows psychologists to study males and females on a more objective aspect rather than subjective. (e.g. female brains are smaller than males, resulting in male brains being more developed- males are smarter than females, while female brains are considered to be underdeveloped.)
