In our own understanding the relationship of social construction examines the development of social reality in a cultural norm. On the other hand the agency is more universal in a sense that it defines social constructionism in depth. It focuses more on the constructed understandings of the world. Specifically in a culture not in a group. For example: in 1917 people found it normal to jaywalk in the streets of Detroit. There were sidewalks but somehow everyone wanted or felt the need to walk on the street. Therefore it was the normal thing to do.
