What Moghaddam means when he says that "language is recognized as not just descriptive but constructed" is that "those who control language also have power to control how social reality is constructed". Language is constructed differently depending on certain social groups, cultures and environmental influence. This implies that words can have constructed meanings that could vary depending on ones culture or environment, such as slang terms or phrases.
An example would be the word "bare". The original meaning of this word refers to it being "basic" or "simple" (e.g. "The wall is so bare"). But when put into the slang phrase "There's bare people here", depending on ones culture or even age group, they would see this sentence as how it is originally. But when used and understood by individuals whom understand and use the slang, it would mean that there's a lot of people here, implying that the word "bare" means "a lot".
All in all, language isn't just descriptive but rather constructed by culture.
