We learn language from society as it is socially constructed. Language is constructive in point of it's different meaning, for example, parents occasionally express their bad experience of dental clinic in front of children by saying the doctor "don't say anything about it" and that expression make schema in children's mind which help to construct the meaning of that sentence in the way of "bad feeling". So language is not only descriptive but also constructive.
