What Moghaddam means when he says "language is recognized as not just descriptive, but constructive. A big part of language is the meaning. Language shapes peoples thoughts and perceptions. Some words in English may have different meanings in another language which can than change the thoughts and perceptions of the word. For example, "sick" the word could mean "I am feeling sick" as in not feeling well, however people can say "those shoes are sick" as in those shoes are really nice.

Yes, the words can change their meaning in different cultures and this elicit different feelings and thoughts. However, it is also important to not that these new meanings are constructed via culture.
