The value/meaning of play that Moghadham refers to is when children collectively come together and play different roles that can only be done by adults or people who are more mentally developed. A example of this that I have experienced would be when my friends and I as children played different career roles when trying to imitate a car accident. One child would be the cop, another would be the paramedic, and another would be the victim, etc. These are all roles that children cannot be in real life as a child but is proving that children's brains are developing and understand the various roles adults take on in real life.
