Decentring is a way of understanding the world in its social and psychological aspects that holds that there is no single way to read an event or institution. So the concept of a decentred self is that there is no single ‘self’—there are only multiple selves. I think that this quote means that people who make history are decentred but they face circumstances because they have multiple views which might conflict others. For example Aristotle made history with his reductionist views. During his time Aristotle's beliefs were against the majorities more "Traditional" beliefs, showing that he had a different way of understanding the world. More recently, Moghaddam challenges Aristotles views with a socialist's perspective.
