My interpretation of the quotation is that there is a distinction in the sense of self, one the that makes history and one that is constructed in the modern society that is being passed off as a modern creation. Because we have preconceptions and there are alternative constructions of self I think the word decentred refers to removing the self from the center point of view. Because there is no single self but multiple selves, there are multiple ways someone can perceive and or interpret something.
