What Moghaddam means is that children act and behave in a mental age above their own actual age. What these means is that during children's playing time, such as games of "pretend" (ex: pretend our Barbie house is on fire and we have to put it out), children are extending their capabilities (such as cognitive thinking) above what their actual age entails. In this case, the children are acting like fire fighters and need to put out a fire (they understand the dangers of fire and know that it is something that can cause serious damage, and therefore, must be put out).
