Behaviourists would expect the baby monkeys to only go to the wire/cloth monkey if given food. The behaviourist model is predicated on stimuli and response; if you reward an action it's more likely to be repeated, if you punish an action it's less likely to be. Therefore if one of the "mother" monkeys had food then the baby would go to that monkey, frightened or not. The actual result - that the babies went to the cloth mother (presumably because they got comfort and security from that figure) - goes against the stimuli/response model of the behaviourists, because the babies are not getting rewarded or punished for their actions.
